Rebecca Oyler

Rebecca has led PMTA since February 2021. Her experience prior to joining the trucking industry includes almost 20 years in state government with the Departments of State, Conservation & Natural Resources, and Community & Economic Development. She also worked for several associations, most recently the National Federation of Independent Business (NFIB), where she advocated for small businesses in Harrisburg. Rebecca holds a B.A. from the University of Pennsylvania and an M.A. from Georgetown University.

Ben joined the NCTA as President and CEO in October 2022. Prior to accepting this role, Ben served the NCTA in a variety of capacities, including the Allied Chairman position in 2020 and service on the Board of Directors as well as the SHRC Advisory Board. Ben started his professional career as an attorney servicing the transportation industry.

The Greenbergs currently reside in Raleigh, North Carolina. Outside of work, the Greenbergs love spending as much time as possible outdoors, whether that’s enjoying a hike or time on one of North Carolina’s beaches.

John Esparza

John D. Esparza, a graduate of Texas Tech University in Lubbock, is the President and Chief Executive Officer of the Texas Trucking Association (TXTA), He also serves as the Executive Director of the Southwest Movers Association (SMA). Esparza served as senior advisor and a special assistant to Texas Governor Rick Perry, focusing on policy, legislative and political strategies. Esparza was a personal assistant and aide-de-camp in the Texas Senate to then Lt. Governor Perry.

Dan Cook is a Principal, Director of Risk Finance and National Practice Leader at TrueNorth Companies.  Dan’s responsibilities include helping clients develop risk financing strategies related to reducing cost-of-risk on a long-term, sustainable basis that aligns with their operational objectives. Dan leads the national primary transportation practice in addition to heading large project teams and the TrueNorth M&A Advisory Group.  He is an avid student of insurance and finance and is deeply involved in the operational aspects of his clients' businesses.

Trump on March 25, 2025, and confirmed by the U.S. Senate on October 7, 2025, he leads the agency’s mission to enhance commercial motor vehicle safety, improve the efficiency of the nation’s freight and passenger transportation systems, and bring commonsense principles to regulatory oversight.
